I would say what changed was talking to the localities and realizing they don't have the negotiating ability...
Because we need local cops hunting down criminals, not kindergartners. Breaking up drug rings, not breaking up families. Arresting gun runners, not grandmas.
This is state law now. There's the ability to, it's called involuntary commitment not to an institution, but to a health care facility that has to evaluate over a certain period of time.
