I think these noncompete agreements, it is not just low-wage workers, it is even doctors and medical providers who are trapped and are being essentially forced to move to entirely different metropolitan area to continue their profession.

How can we create or encourage a more holistic approach to disaster relief that improves intergovernmental coordination?
