The CAROL Act is named in honor of Carol Leavell Barr, the wife of Rep. Andy Barr, who died last year of sudden cardiac arrest.

It's clear we need a federal baseline that re-levels the playing field--and we need one soon.

I hope that that is what the practices is--or if it isn't, will be, going forward.
