Mr. Speaker, for the purpose of debate only, I yield the customary 30 minutes to the gentleman from Oklahoma (Mr. Cole), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only. Mr. Speaker, I would just take a moment, if I may, to thank the gentleman from Oklahoma, the distinguished Mr. Cole. When I came to Washington, I hoped to meet people who were professional, thoughtful, dedicated, not only to this institution but to this country, and I am grateful for his leadership and for his friendship.
