I just note that in the last Congress, the majority invested $2 trillion in a tax cut that 83 percent went to the wealthiest 1 percent of Americans, and despite that, we see no lasting benefit of that. It has added substantially to the deficit of the United States, to the tune of over $1.3 trillion. We prefer to make these investments in American families and in American jobs. Mr. Speaker, I yield 2 minutes to the gentlewoman from California (Ms. Barragan).
