I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 24, line 24, strike ``30 days'' and insert ``28 days''. Page 72, insert after line 2 the following: SEC. 1052. ENSURING PRE-ELECTION REGISTRATION DEADLINES ARE CONSISTENT WITH TIMING OF LEGAL PUBLIC HOLIDAYS. (a) In General.--Section 8(a)(1) of the National Voter Registration Act of 1993 (52 U.S.C. 20507(a)(1)) is amended by striking ``30 days'' each place it appears and inserting ``28 days''. (b) Effective Date.--The amendment made by subsection (a) shall apply with respect to elections held in 2020 or any succeeding year. The Acting CHAIR. Pursuant to House Resolution 172, the gentleman from New York (Mr. Morelle) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from New York.
