I would just like to take a moment to say to my friend that my prayers and my thoughts are with him, his family, his constituents, Texas, Florida, the Caribbean, South Carolina, my birthplace of Puerto Rico, and all the other folks who have been through this very difficult time. I intend to use my vote on appropriations in whatever way it can to serve to help those communities as they get back on the road to recovery. Mr. Chairman, I yield back the balance of my time.
