I am going to support this rule. I am going to support it because the rule speaks to a bill that the gentleman from Virginia (Chairman Wolf) and I worked on very hard to make the best of a very difficult allotment to the committee. The gentleman from Virginia (Chairman Wolf) was very fair, as I will explain during general debate, about meeting certain needs. There were some shortcomings in the bill that hopefully will get better. But, most importantly, I support the rule because the rule supports some very difficult decisions that the committee made in terms of amendments; and the rule could have, as in past occurrences, played around and fooled around with those decisions by the committee. It did not. It supports the committee work; and, therefore, I stand in support of the rule.
