the gentlewoman is correct, and I share her concern. During the last 2 decades of the 20th century, the Census Bureau did not provide sufficient investment in these programs to keep up with the changing social and demographic character of the country. Eventually, the system failed, due to lack of attention. I was encouraged when the President's budget requested funds to reverse that trend. I am going to work with the chairman to see if there is some way we can rectify this situation in conference.
