I thank the gentleman from upstate New York for his support. Let me first do what so many of my colleagues have done, and that is to thank the gentleman from New York (Mr. Walsh) for really being our leader and trying to get what was rightfully ours and to try to keep to the promise that was made from the White House. Somewhere along the way the gentleman from New York (Mr. Walsh) had to do what many people felt he had to do, which we disagreed with, some members of the delegation, which was to agree to this and present it to us. Let me also say that I understand the gentleman from California's statement. He is doing for his State no different than what I and the gentleman from New York (Mr. Walsh) have been trying to do for our State. He sees harm coming, and he is trying to stop it. But the gentleman from California (Mr. Miller) makes the point that I have been trying to make for the last 2 weeks, better perhaps than I have made it, and that is that the fight is already on between New York and other States based not only on this amount, but on the promise for all the money that is supposed to come in the spring.
