in closing, the gentleman is correct. This is a very serious matter. This administration, this Vice President, whether on torture, whether on prisons, whether on their behavior in spying on Americans, has told us over and over that they are above the Constitution. What this says is that they are not above the Constitution. No one is. The Vice President certainly is not.
