I am concerned that this bill is not fair, and I am concerned that it hurts consumers, especially Midwestern consumers, far more than it has to.

Give them the tools and leave them alone and they'll solve the problem.

Cuts will be made, I am certain, to the programs, but that is where the wisdom of this committee comes in.
