I seek clarification of the language in paragraph 2. It says: The President shall seek immediately the agreement of NATO allies to terminate the international arms embargo * * * My question to you is: If the President fails to get such an agreement, does this resolution then say we stop? The next sentence raises the inference that we proceed, with or without such an agreement: In accordance with administration policy, following such consultations, the President shall promptly propose or support a resolution * * * My question is: If you do not get agreement, does this resolution stop there? Because I wholeheartedly support your thesis that this Nation must act in concert with its allies today and, equally important, tomorrow.
