I transmit herewith a communication from the Secretary of War, accompanied by a letter from the Commissioner of Indian Affairs, indicating the importance of an extension of the authority given by the sixteenth clause of the first section of the act entitled 'An act providing for the salaries of certain officers therein named, and for other purposes,' approved 9th May, 1836.
It is submitted to Congress whether authority shall be given to the Mint to strike off copies of those medals, in bronze or other metal, to supply those persons making application for them, at a cost not to exceed the actual expense of striking them off
The communication of the Secretary of War and the accompanying report of the colonel of Topographical Engineers are respectfully submitted in reply to the resolution of the 15th of June last, calling for a plan and estimate for the improvement of Pennsylvania avenue west of the President's square and for the construction of a stone bridge across Rock Creek, etc.
It is by adopting and carrying out these principles under circumstances the most arduous and discouraging that the attempt has been made, thus far successfully, to demonstrate to the people of the United States that a national bank at all times, and a national debt...
