The communication of the Secretary of War and the accompanying report of the colonel of Topographical Engineers are respectfully submitted in reply to the resolution of the 15th of June last, calling for a plan and estimate for the improvement of Pennsylvania avenue west of the President's square and for the construction of a stone bridge across Rock Creek, etc.
