Mr. Speaker, I have had the privilege and the pleasure of serving on the Committee on Transportation and Infrastructure for the past 2 years. The gentleman from Pennsylvania (Chairman Shuster) and the ranking member, the gentleman from Minnesota (Mr. Oberstar), have disproven an old thought or an old perception that you cannot have it both ways, you cannot rebuild America's infrastructure and at the same time improve the environmental conditions here, and this is one of the best examples of that. I want to thank them for all of their hard work. Earlier this year, this House passed the Clean Lakes Act by an overwhelmingly bipartisan vote of 420 to 5. I introduced the Clean Lakes bill because I have a strong belief that we can make a difference in preserving the environment for future generations. I am pleased to see the Clean Lakes bill included as amendment to S. 835, and I am proud of the hard work that went into the conference report, and strongly support its passage today. This single bill encompasses eight excellent programs that will advance clean water initiatives across the country and will benefit the generations to come by cleaning up and restoring many of our estuaries, sounds, beaches, bays, basins, keys and lakes.

while I recognize that the gentlewoman from Florida has great intentions here, this bill, as we have said, is all about choosing priorities and making some difficult choices. The proposed reduction in HUD S&E funds, combined with the need…
