There are two questions, sir: One, the question of the gentleman from Texas (Mr. Doggett), is it not true that the effect, if not the intent, and the point of the bill that even if a company, manufacturer, knows its goods are injuring or killing people and it sits on that knowledge, does not tell anybody, does not fix it, it would under this bill not be liable for anything?
