I do not for one moment grant what one of the speakers said a few moments ago, that we are agreed on most things, that we are only disagreeing on incest. I do not grant that the real purpose of this bill is to help anybody. The real purpose of this bill is to make it as difficult as possible for young women to get an abortion. The real purpose is to make it as impossible for young women to exercise their legal rights as we can possibly make it. That is the real motivation. It is what is driving this bill, and not any supposed concern about parental involvement. As the New York Times this morning said, the bill is 'a cold-hearted piece of legislation that would jeopardize the health of desperate young women seeking abortions, and potentially imprison adults who help them.' Realize what this bill would do. A 19-year-old sister who helped her 17-year-old sister to an abortion clinic or to a hospital across the State line could go to jail. The bill is clearly unconstitutional because it violates the constitutional principles of federalism.
