I agree with the gentleman. To quote Joseph Cirincione, the Director for Nonproliferation of the Carnegie Endowment for International Peace, the author of the book ``Deadly Arsenals & Tracking Weapons of Mass Destruction,'' we should be aiming to do all of this in the next 4 years, and Senator Kerry must have read that book because his proposal is to do it in 4 years.
