I want to join with the distinguished gentleman from Massachusetts [Mr. Frank] in expressing my shock, outrage, and contempt for what was said on the floor of this House a little while ago. To express gratuitous bigotry when the subject of gays and lesbians in the military was not on the agenda--we are debating an environmental bill--for someone to get up and make an ad hominem attack on an environmental bill by saying, ``What do you expect from someone who would support homos in the military,'' is beneath the dignity of what should be uttered on the floor of this House and deserves condemnation by every decent individual in this House.
