I think it also applies to noncitizens in the United States, since the Constitution makes no distinction with respect to the constitutional rights in the Bill of Rights on people in the United States, whether they be citizens or not.
Nadler emphasizes that constitutional rights apply to all individuals in the U.S., not just citizens.
