I don't know where a lot of it ends up. And our transparency and our accountability measures are not adequate. We waste way too much money on contractors. Fifty cents out of every dollar is not even in the pipeline to serving the people it should serve . . . I think we have to start over. I think we've got to ask ourselves, what are we doing? And how do we do it better? How do we define our mission?
