President is going to be doing at least one event tomorrow, which is we expect to be an announcement about the government shutdown. I don't believe he's going to declare a national emergency, but I suspect that he is going to use it as an opportunity to describe what he sees as a national emergency -- because he thinks the investigation into him is something representing that.
