Mr. Speaker, I thank the distinguished Democratic whip for a very insightful and powerful observation, for pointing that the very fabric of the United States Constitution is threatened by the willingness of Senate Republicans to abdicate their legislative responsibilities to hold hearings and act on a nomination put forth by the President of the United States of America. {time} 1945 It is now my great honor and privilege to yield to the distinguished chairman of the Congressional Black Caucus, as was pointed out by Mr. Hoyer, a former prominent member of the North Carolina judiciary, a legal scholar, a historian, and, of course, the leader of the conscience of the Congress here in the United States House of Representatives.
