I thank the distinguished gentleman from Maryland for his leadership. We are at a fork in the road and there are two stark choices. The Democratic plan promotes progress for the many; the Republican plan promotes prosperity for the few. The Democratic plan will put Americans back to work; the Republican plan will put Americans out of work. The Democratic plan takes a balanced approach to deficit reduction; the Republican plan will balance the budget on the backs of children and working families and seniors and the sick and the afflicted. Whenever we make that observation, our friends on the other side say that we are trying to scare the American people by communicating misinformation. It's a very cute observation, but it has no factual basis. Let's just check the record. The Republican plan cuts higher education spending by $168 billion. That's not a scare tactic. That's reality. The Republican plan embraces $85 billion in random sequestration cuts that will cost the economy 750,000 jobs. That's not a scare tactic. That's reality. The Republican plan will cut spending on Medicaid by $810 billion--a program, by the way, that disproportionately benefits poor children, seniors, and the disabled. That's not a scare tactic. That's reality. The Republican plan will turn Medicare into a voucher program, but because that voucher will not keep up with the cost of health care inflation, it will deny beneficiaries what they are receiving today. That's not a scare tactic.…
