I thank the distinguished gentleman from California for his continued leadership in this area. Once again, Congress is coming together in a bipartisan way to uplift American innovation and innovators, and I urge all of my colleagues to support this important piece of legislation. The question is on the motion offered by the gentleman from New York (Mr. Jeffries) that the House suspend the rules and pass the bill, H.R. 5796, as amended.
