I thank the distinguished gentleman from New Orleans for his thoughtful and eloquent exposition of the situation and for pointing out that, while this is not an easy conversation for us to have around the police's use of excessive force, often resulting in the deaths of unarmed individuals such as Walter Scott and Eric Garner, it is a necessary one if we are going to continue our march toward a more perfect Union. I now yield to another distinguished member of the Judiciary Committee, who has taken an active role within the Congressional Black Caucus and beyond to introduce progressive pieces of legislation that are designed to address this problem. He is the distinguished gentleman from Georgia, Representative Hank Johnson. {time} 1915
