I would like to thank the distinguished gentlewoman from New Jersey (Mrs. Watson Coleman), from the Garden State, for her tremendous leadership throughout the course of this year as it relates to presiding over the Congressional Progressive Caucus' Special Order hour, where week after week you have been able to illuminate for the American people some of the challenges that we face here, trying to enact policies that make sense for hardworking Americans, for working families, for low-income folks, for the middle class, for seniors, for the most vulnerable amongst us. For just a moment, I wanted to reflect on one particular aspect of the omnibus bill that I find troubling, and that is the failure to do what is necessary to help put the people of Puerto Rico--United States citizens--on a trajectory that will allow them to achieve some manner of economic stability moving forward. Now, I never practiced criminal law. I am a lawyer, attorney, but I understand that there are sometimes crimes of commission--that is when you affirmatively do something that is damaging--and then there are crimes of omission. I think that the greatest omission as it relates to this $1.1-plus trillion spending bill is the failure to do anything to help deal with the economic crisis that exists right now in Puerto Rico, a crisis, by the way, that, in large measure, has responsibility right here in the United States Congress.…
