I rise to urge all of my colleagues to support S. 3661. This is a fair and pro-consumer compromise that is in the public's best interests and was passed by unanimous consent this afternoon by the Senate. Local communities should have input to limit airport size in order to deal with the issues of noise, congestion and safety. Accordingly, this bill respects the desire of the community to make sure that the more urban of its two airports does not become overbearing. Failure to do so will send a signal that the Federal Government is prepared to override every other community that wants to limit the size of its airport facilities to protect the environment for safety reasons. I urge my colleagues to vote ``yes'' on S. 3661.
