I rise today to oppose the Gilman-Goss amendment. Haiti is on the eve of democratic elections. We say that we have the moral authority to try to make sure that democracy is across this world. Yet the smallest and the poorest country in this world, we do not want to aid. We have less than 3 to 400 troops in Haiti. Yet we are trying to pull them out on the eve of elections when we may restore hope and dignity to people who are our neighbors. Yet we go all over the place for others. There seems and there is a double standard. We must not let this amendment stand. We must make sure that the bill is not poisoned by this terrible, terrible amendment and help the people who need most the help. To whom much is given, as this country has, much is required.
