Mr. Chairman, we just want to make sure that no one is denied the chance to bond with their newborn or child simply because they don't speak the language. This amendment ensures compliance with title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving Federal financial assistance.
