The text of the amendment is as follows: Page 145, line 19, insert after ``parent'' the following: ``, and such classes shall be made available to prisoners with limited English proficiency in compliance with Title VI of the Civil Rights Act of 1964''. The Acting CHAIR. Pursuant to House Resolution 281, the gentlewoman from New York (Ms. Meng) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from New York.
