Mr. Chairman, the courts have upheld similar legislation of mine in the past, such as the 1982 amendment that denied Federal education funds to students who failed to register for the draft and also prohibiting draft evaders from participating in job training programs, federally funded. The concept behind this amendment today is exactly the same, and I would certainly urge the Members to support my amendment.
