“Despite the fact that this might be a complicated and extraordinary and difficult thing for the President to do, we have every confidence in the President on this side that he will be able to come up at least with some criteria that he at least thinks is objective and report in his own language, using his own complicated or simplistic criteria, whether or not he thinks corruption is prevalent in the various provinces in Afghanistan.
