Mr. Chairman, that is not the national policy of India any more than it is the national policy of the Police Department of the city of New York to go at people with plungers. That is a terrible analogy to make, Mr. Chairman, but that is exactly what is happening here. People who work for the government sometimes do terrible things.…”
