“Mr. Chairman, with this strong array of Members coming to the floor to oppose Mr. Burton's amendment, I have been trying to figure out what this is really all about. I think it was said during the opening minutes of this discussion by Mr. Burton himself, I think those Members who are interested in cutting aid of any kind have to listen to what Mr. Burton said. Mr. Chairman, looking at the speaker, looking at the picture and hearing the words that this is the abuse that is taking place in India today right at this minute, that is the same picture we saw last year when we heard the same story. I have seen that same picture, 3 years in a row.”
