The State Department decided that they were upset because we did not fully fund everything that they were asking for. So they decided to come up with their own tax on the American people and say, well, we do not have enough money to answer the phones, so we will just contract and let somebody else perform that duty. It is almost as if we decided that we were upset that we did not get enough money for our legislative offices and said, ``Let us not answer the phones. Let us get a company to answer the phones for us, and it is a 900 number, and they will tell what we are in favor of or not in favor of and free up our staff to do something else.'' It is kind of outrageous. I just want to raise the ante from what the gentleman from New Jersey [Mr. Smith] said. It is not double, it is triple taxation. They pay taxes on the 15th of April.
