I, Franklin D. Roosevelt, President of the United States, pursuant to the authority vested in me by said Compact, and by Title I of the National Industrial Recovery Act, approved June 16, 1933, and otherwise, do hereby Adopt and approve the report, recommendations and findings of the Administrator for Industrial Recovery of April 18, 1934.

By virtue of the authority vested in me by the Constitution and the statutes of the United States, it is hereby ordered as follows:
We are absolutely un changed in our policy of two years ago, for immediate Filipino independence.
I recommend that the Congress authorize the acceptance of the Constitution and the participation of the United States in the work of the Food and Agriculture Organization.
It will recommend agricultural policies and advise Nations on their food and agricultural problems, but it will have no power to coerce or command.
