It is hereby ordered that, subject to the establishment before the Civil Service Commission of the requisite qualifications in each case, the initial appointments to the two positions of assistant director of the Naval Civilian Police Corps of the Navy Department may be made without compliance with the competitive provisions of the Civil Service Act and Rules.
