I have directed that those responsible for the operation of the Government's workshops- shipyards, navy yards, arsenals, ordnance depots, as well as the executive departments and agencies- should give all the employees an opportunity to vote without any loss of wages for the time away from work.

Possession of any mine or mines taken under this order shall be terminated by the Secretary of the Interior as soon as he determines that such possession is no longer required for the successful prosecution of the war.
The Secretary of the Interior shall make employment available and provide protection to all employees working at such mines.
