I hereby authorize and direct the Solicitor of the Department of Labor to perform the duties of Secretary of Labor during the absence of the Secretary of Labor and the Assistant Secretary of Labor.

The Federal Loan Administrator and the War Food Administrator are hereby designated as additional members of the Economic Stabilization Board.
