It should provide for storage of reserve food supplies in an ever-normal granary, so that if severe and widespread drought recurs consumers will be assured of more adequate supplies with less drastic increases in price than would otherwise be the case.

By virtue of the authority vested in me by the Constitution and the statutes of the United States, it is hereby ordered as follows:
The Secretary of the Interior is authorized and directed to take possession of any and all such mines.
