The adaptation of our criminal law and its administration to meet the needs of a modern, complex civilization is one of our major problems.
There is an urgent need for intelligent, painstaking and patriotic work in this field.
I do hereby exempt Herman M. Underwood from the provisions thereof and continue him in the service until October 1, 1934.
I am very deeply shocked and distressed by the passing of my dear friend.
