It is well for us to remember that humanity is a long way from being perfect and that a selfish minority in every walk of life--farming, business, finance and even government service itself--will always continue to think of themselves first and their fellow-beings second.
Roosevelt acknowledges human imperfection and the selfishness that can exist in all sectors of society.

Possession of any mine or mines taken under this order shall be terminated by the Secretary of the Interior as soon as he determines that such possession is no longer required for the successful prosecution of the war.
All Federal agencies are directed to cooperate with the Secretary of the Interior to the fullest extent possible.
The Secretary of the Interior shall make employment available and provide protection to all employees working at such mines.
