“Enlisted men of the Army on duty in Bogota, Colombia, and enlisted men of the Navy and Marine Corps on duty in the office of the Naval Attaché, American Embassy, Bogota, Colombia, and the office of the Naval Attaché, American Embassy, Guatemala City, Guatemala, who are not furnished quarters or rations in kind, shall receive, while on such duty, a per diem allowance of $3.00 in lieu of subsistence and $1.00 in lieu of quarters.”
