At no time shall any vessel or other craft, other than public vessels of the United States, be navigated into Kodiak Island Naval Defensive Sea Area, unless authorized by the Secretary of the Navy.

Possession of any mine or mines taken under this order shall be terminated by the Secretary of the Interior as soon as he determines that such possession is no longer required for the successful prosecution of the war.
All Federal agencies are directed to cooperate with the Secretary of the Interior to the fullest extent possible.
