All records, files, equipment, and property of every kind of the Office of the Administrator of the Census of Partial Employment, Unemployment and Occupations shall be transferred effective as of November 1, 1938, to the custody and control of the Secretary of Commerce.

We all know that the reduction of Government-created barriers to trade will not solve all our trade problems.
It will recommend agricultural policies and advise Nations on their food and agricultural problems, but it will have no power to coerce or command.
