“Enlisted men of the Navy and Marine Corps on duty in the office of the Naval Attache and Naval Attache for Air, American Embassy, Havana, Cuba, who are not furnished quarters or rations in kind, shall receive, while on such duty, aper diem allowance of $3.00 in lieu of subsistence and $1.00 in lieu of quarters.”
