We all know that the reduction of Government-created barriers to trade will not solve all our trade problems.
It is clear from the legislative history and the language of this Act, that the Congress intended no grant of immunity for monopoly or for boycott, coercion, or intimidation.
I recommend that the Congress authorize the acceptance of the Constitution and the participation of the United States in the work of the Food and Agriculture Organization.
