It is overwhelmingly important to avoid any danger of permanently discrediting the sound and necessary policy of Federal legislation for economic security by attempting to apply it on too ambitious a scale before actual experience has provided guidance for the permanently safe direction of such efforts.

We must go on to do all in our power to conquer the doubts and the fears, the ignorance and the greed, which made this horror possible.
It will recommend agricultural policies and advise Nations on their food and agricultural problems, but it will have no power to coerce or command.
The Secretary of the Interior is authorized and directed to take possession of any and all such mines.
I recommend that the Congress authorize the acceptance of the Constitution and the participation of the United States in the work of the Food and Agriculture Organization.
